COVID-19 Prevention and Control Guidelines (Version 2.0) for Residents in Institutional Settings

Due to the risk of COVID-19 and other infectious disease outbreaks in institutional settings where people live in close proximity — such as elderly care homes, orphanages, charitable shelters, religious organizations, monastic schools and training centers, boarding schools, sports training camps, prisons, and detention centers — it is essential to implement effective prevention and control measures.

In doing so, all residents in these institutional settings are required to strictly adhere to the following guidelines:

I. Guidelines for Residents in Institutional Settings

(a) All individuals aged five years and above must be fully vaccinated against COVID-19.

Those aged 18 years and above who have completed the primary vaccination series more than six months ago must receive a booster dose without fail.

(b) In enclosed spaces where multiple people are present, or when visitors enter the room, a face mask must be worn at all times.

(c) Hands must be regularly and properly washed for at least 20 seconds using soap and water, or cleaned with hand sanitizer/gel containing at least 60% alcohol.

(d) When coughing or sneezing, the mouth and nose must be properly covered with the inside of the elbow.

(e) During meals, group dining, face-to-face seating, and talking while eating should be avoided as much as possible.

(f) If anyone experiences suspected symptoms of COVID-19, they must immediately report to the designated responsible staff member.

II. Guidelines for Visitors

(a) Visitors must be fully vaccinated and have received booster doses where applicable.

(b) Masks must be worn properly and at all times during visits.

(c) Body temperature checks must be conducted upon entry and exit of the institution.

(d) Visitors experiencing fever or any suspected symptoms of COVID-19 should not enter the premises.

(e) Group dining with others is strictly prohibited.

(f) Visitors must take care to avoid crowding and maintain physical distancing.
