Introduction of the New Residence Card (Zairyu Card) System in Japan
Starting June
14, 2026, Japan will officially introduce a new Residence Card system for
foreign residents. According to the Immigration Services Agency of Japan, this
new system will integrate the current Residence Card with the individual
identification card (My Number Card) into a single card. The initiative aims to
simplify and speed up administrative procedures for foreign residents.
Key
Features and Changes of the New System
1.
Integration of Two Cards into One: “Specified Residence Card”
·
Under
the new system, a “Specified Residence Card” which combines the functions of
the Residence Card and the My Number Card will be introduced.
·
This
single card can be used not only for visa extensions but also for taxation,
social security, health insurance, online government services, and eventually as
a digital driver’s license.
·
As
a unique feature, the individual’s “My Number” will be printed on the back of
the card.
2.
Second Generation Residence Card
·
For
those who do not wish to integrate their card with the My Number Card, a standard
Residence Card will still be issued, but its layout and information format will
be updated.
·
Previously,
children under the age of 16 did not require a photo. Under the new system, a
photo will be mandatory on the card starting from 1 year of age.
·
The
overall design and data display format of the card will be redesigned.
Is it
Mandatory for Foreigners to Switch to the New Card?
According
to the Japanese government, whether or not you are required to switch to a new
card depends on the type of card you choose:
·
Specified
Residence Card: Obtaining
this integrated card is optional (voluntary). Since applying for a My Number
Card is voluntary, getting this integrated card is also restricted to those who
wish to have it.
·
Second-Generation
Residence Card: This
card is mandatory in principle. It serves as the new standard card that will be
issued alongside residence permissions.
Moreover,
current Residence Cards will remain valid until their expiration date. However,
after June 14, 2026, when you renew your period of stay or update your
registered information, the government will automatically issue the new “Second
Generation Residence Card.”
